I work at Forton Services. The tower, as you correctly said, used to be a restaurant but now it is used for staff inductions and first aid training. The reason that it is not open to the public anymore is that it does not pass the regulations needed for escape from fires etc. There is only the lift and one set of stairs to the exits. The architect, I can't remember his name, won numerous awards for the structure and the tower is a listed building. The views from up there are outstanding and it is a real shame that it cannot be brought up to 21st century standards so that the general public could enjoy it. Moto has recently been bought by an Australian Banking company so maybe there is hope for the towers future.
