The Government’s rail White Paper of last July set out the short-term strategy for railways in London and the South East between 2009 and 2014. It established some principles for the longer term, and gave the final go-ahead for the Thameslink project and Crossrail, both of which Network Rail’s latest business plan has provided more detail. Many franchises have also been re-let, and one under Transport for London. So, there is more commitment to developing passenger services in the region over the next few years.
But serious questions remain as to how the government’s commitments will work out in practice, and how sustainable they will be. Will they provide enough capacity for the demands generated by the region’s service economies. Will the investment allocated provide enough support to new development and widespread regeneration? London’s business economy forms the backbone of the nation’s economy, and the capital’s catchment area remains highly attractive. Any failure to provide them with fully effective rail services, risks undermining future prosperity and quality of life.
This conference will address crucial questions across a range of speakers, and enable delegates to identify achievements, barriers and opportunities. |

Tim Mowl (Bristol University) will present a lavishly illustrated lecture that will take in the wild eccentricities of the designed landscape from a twenty-foot Neptune with a clinker jockstrap stranded in a dry lake of mobile homes to an unfinished garden lodge of Catholic symbolism surrounded by a garden of Marian symbolism. |

The Local Transport Bill gives local and passenger transport authorities in England the power to create new governance structures for transport delivery across sub-regions and city regions. This includes the ability to set up integrated transport authorities. Many authorities are already reviewing their transport governance arrangements in anticipation of the powers being enacted. Ministers say they want to give authorities the flexibility to choose the new governance model that best suits their needs, so the precise powers granted to any area will be set out in secondary legislation. But these proposed changes throw up numerous questions...
This conference will provide a focus for discussion of these issues and offer an insight into the most appropriate way forward for local authorities across England. Philip Venning from the Society for the Protection of Ancient Buildings wil be talking about the the fate of historic buildings which are all too often settled by short term factors that are just the blink of an eye in the long march of time. Will Westminster Abbey or any of today's buildings still be around 1000 years from now? If they are, will they end up lifeless copies, changed out of all recognition? Philip Venning will examine conservation principles and practices developed by the Society for the Protection of Ancient Buildings over the last 131 years to help prolong the authenticity of our past.

This lecture will be presented by Tony Juniper, Director of Friends of the Earth.
Sustainability is a goal which most of us have now embraced, albeit somewhat superficially on occasion. But how do we balance the drive towards genuinely sustainable communities in the UK – and abroad – with the need to maintain local identity and traditions, to avoid global homogenisation, and to reconcile sustainable solutions and systems with regional character and customs?
This lecture examines how we can balance the dash for sustainability with rethinking the perceived demand for continuing technological ‘progress’ and, at the same time, with the maintenance and enhancement of our invaluable built heritage.
